Arizona always allowed the carrying of pistols in the open.
Now, no concealed weapons permit is even required.
Anyone know why they would pass that - without debate?

A lot of states, MI included, allows open carry without permit(aside from actual firearm permit that allows you to buy guns). Most just don't do it since not all premise, business or others, allow open carry in private properties. But it is legal...
So in AZ now you don't need a CCW to carry concealed?

Yeah it's been in the work for a while. And now they just done away with CCW permit altogether.
According to the article you linked, the state legislature were already trying to pass similar laws but the ex-guv, Janet Napolitano, vetoed them.
Now that she's out of the way to do more, umm, important things, Arizonians figure now is the best time. So in a way it was the ex-gov holding back what the state legislature on this matter.
People might still get the CCW in Arizona for obvious reasons of, say, traveling to nearby pro-gun states that do require and honor an Arizona CCW.
Arizona is just so awesome in many ways.

It's for ccw not open carry.
Also most states that allow open do so because they dont allow ccw (say, CA). They do so so they can decline the request. And open is, they know, not such an awesome idea, and not commonly practiced.
